Max [Karl Ernst Ludwig] Planck (1858-1947) is the formulator of quantum physics, a mathematician and theorist, mentioned in connection with the angles and oddities of the Witch House of Arkham. 'Planck's constant' is the constant of proportionality relating to the quantum of energy that can be possessed by radiation to the frequency of that radiation. It's value is approximately 6.625 x 10^-27 erg-sec.
